It begins with a cut of the local news anchors on standby for the briefing, discussing the state of affairs in studio: the mayor’s disappearance and reappearance in Arcadia, the deputy mayor being elevated to mayor-interim. A signal comes from offscreen, and the lead anchor says, “We now take you to the Hall of Dark Truths for an announcement from Mayor-Interim Shiraki.”]
