Joker Plot - Final Plans

[The info they've figured out has narrowed things down. They've cracked Tim's code about Chicago's airport designation and know the ship is pointed at Navy Pier, where a fireworks display is due to show.]

[They've figured out the name of the ship, its original destination (and also its original due to knowing which ship it is), the zone where the satellite coverage for the satellite communication is.]

[There's also the radius that the Coast Guard ship Joker's mook spoke to had for radio communication. They know that happened right before Tim escaped.]

[All that the information is enough to allow the Coast Guard on the Great Lakes to help out. Using the information, a high-flying overflight spots the ship from above.]

[The good news: They know where it is. The timing of when they found it means they can stop it before it can get close to shore and cause as much damage as it might have caused. Robin has also escaped.]

[The bad news: If it blows now, it'll still cause at least some damage to Chicago and a small tsunami. The Coast Guard has called authorities on land to evacuate but getting all those people inland in an orderly fashion in time. Just blowing up the boat where it is on the water is therefore not an option. They also don't know if any other innocent people are inside the boat.]
[It's rigged with booby traps and any explosion might set off the explosives and fertilizer chemicals in the hold.]

[They'll have to be creative to figure out how to stop it.]

[They have two major problems to resolve:]

[The Boat and how to stop it without setting it off.]

[And rescuing the young hero who went into the water.]

[They at least know where the Boat is now and a general search area for the latter.]

[After the Coast Guard's communication, it's time to come up with a plan and take action.]

[ooc: There are many ways to stop the Boat and/or mitigate the damage to the shore, so I'm encouraging people to threadhop here as they figure them out. We'll handwave a random hero made a locked-from-the-Joker planning post with the Coast Guard's message for the characters to discuss it under.]
